Amarrs themselves admitted that they are plexing with minmatar alts (and got millions of LP).

Of course if there will be any response on forums it will be more polite, but I doubt that CCP will honor request for reset with any response. So either Amarr militia will get their sh.t together and start to do something or they will be booted out to high sec and Minnies will get their shiny medal and officially declared as winner over Amarrs (as it was couple years ago with Caldari)..
That's ultimately the issue really, the Amarr faction can play quite happily from hisec bases and continue the fight from there. (That's if they can somehow lose Sahtogas and Kamela while still outnumbering Matari fleets in the USTZ) - but I do agree with your position that it would be ridiculous to expect CCP to do a FW zone reset while the Amarr are admitting to running Minmatar alts to plex against themselves.
(that said it wouldn't be the first ridiculous thing CCP have done this summer.)

Just make it so that the metagame doesn't encourage 'not-winning' and have the war grind to a halt in a weird status quo that is optimized for farming isk. Put a counterbalance in it that while giving the winning side some immediate advantages, doesn't lock them into a state of perpetual advantages.
If FW would have been the only available source of say, Amarr Empire starbase charters and Datacores, market mechanism would have been able to compensate for those on the losing side. A compensation that doesn't require a reset, odd metagaming or agreements, but motivates people to fight for the losing side through natural mechanisms.
